　　符启祥个人简介

　　符启祥，男，1952年8月出生，海南省澄迈县人，汉族，大学文化，中共党员，现为省管退休县处级干部。符启祥以其深厚的文化底蕴与艺术造诣，绘就了一幅多彩的人生画卷。

　　他在青春的岁月里，积极响应祖国号召，于1970年12月年步入军旅生涯，七年的磨砺不仅铸就了他坚韧的意志，更赋予了他不屈的精神。1977年退伍，先后参加两期县路线教育活动工作队，任指导员，之后，安排到县属农场工作。1980年，他凭借个人的努力与才华，考取了国家干部，成为公安机关的一名干警。在职期间，他不断追求上进，参加干部专修科招考，被录取即读华南农业大学。毕业后安排到县级机关部门工作，先后担任过县政府办公室综合组长兼澄迈县开发建设总公司开发部经理、县政府办副主任、县委办主任兼县委督查室主任、县人大常委会副主任、党组副书记等职务。他爱岗敬业，积极进取，期间函授中央党校本科毕业，先后参加过国务院办公厅和全国人大办公厅举办的业务培训班，擅长文秘工作，撰写十多篇工作论文和为领导主笔的署名文章，见报于各级刊物，还主笔编撰澄迈县第十个五年规划。业绩被载入《华夏英杰》丛书，获颁发纪念匾牌。《说说常委会会议审议质量的“五个度”》一文更是荣获“2010•优秀领导干部征文”壹等奖，入编权威书籍《中国领导干部论坛》一书，彰显了他的卓越智慧与深厚学识。

　　2013年，符启祥从人大常委会退休后，继续发挥余热，经省委组织部批准，先后兼任澄迈县教育科技发展基金会理事长、秘书长，积极投身于慈善公益事业，致力于推动教育科技事业的发展。他的付出与努力，赢得了社会的广泛赞誉，7个年度被评为全县尊师重教先进个人，2020年和2025年两度获全省离退休干部先进个人表彰。他的敬业精神与公益之心，如同璀璨的星光，照亮了前行的道路。

　　符启祥除了职场上的辉煌成就，在书法艺术上也取得了令人瞩目的成绩。自幼便对书法有着浓厚兴趣的他，在中学和部队期间就积极参与墙报、黑板报的编辑出版工作，为写好软笔书法打下了坚实的基础。在职期间，常应邀参加书画展活动，再次勾起了他对书法艺术的兴趣，特别是当年中书协原副主席钟明善教授为他所题＂启祥如意＂的中堂墨宝，更增强了他学习书法的信心和动力。退休后，他重拾旧爱，积极参加线上兰亭雅集书画院等单位举办的书法培训班，通过系统的学习并持之以恒，不仅书法技艺日益精进，篆隶楷行草等多种字体均有较好基础，而且热衷于参加有关庆典活动书法笔会和春节送春联下乡活动，积极弘扬中华书法传统文化。有十多幅书法作品被县办《老城春秋》和省办《海南老年》刊物选登。小楷抄写的《少林寺转轮大藏经》被中国崇山少林寺荣誉收藏，永久保存。作品多次选送参与省县两级书画展并获奖。其中，作品参加县＂扬清风正气·绘清亷澄迈＂书画展荣获三等奖，参加海南省＂祖国在我心中，庆祝中华人民共和国成立75周年＂老少书画展获优秀奖。 首次参加兰亭雅集书画院 举办的＂兰亭杯＂全国书画大赛，网评第一名，获人气奖。此后，又先后参加秦韵杯全国书画大赛、盛唐系列第四届华夏杯和第三届兰亭杯全国书画大赛、华夏中庭书画协会全国书画大赛、汉墨兰亭第二届慈善书画大赛、墨缘堂全国书画大赛、翰墨轩书画艺术大赛、墨云翰书画艺术大赛、墨韵杯全国书画大赛等多项赛事，共获得过多项优秀奖、二等奖、一等奖、银奖、荣誉金奖、最佳作品金奖和特等奖等荣誉。

　　Fu Qixiang's Personal Profile

　　Fu Qixiang, male, born in August 1952, is from Chengmai County, Hainan Province. He is of Han ethnicity, has a university education, is a member of the Communist Party of China, and is currently a retired county-level cadre under provincial management. Fu Qixiang, with his profound cultural heritage and artistic achievements, has painted a colorful picture of life.

　　In his youth, he actively responded to the call of the motherland and entered the military career in December 1970. Seven years of tempering not only forged his tenacious will, but also endowed him with an indomitable spirit. In 1977, he was discharged from the military and participated in two county route education activity teams as an instructor. Later, he was arranged to work at a county farm. In 1980, with his personal efforts and talents, he was admitted to the national government and became a police officer in the public security organs. During his tenure, he constantly pursued progress and participated in the recruitment of cadres' specialized courses. He was admitted to study at South China Agricultural University immediately. After graduation, I was arranged to work in county-level government departments and have successively served as the comprehensive team leader of the county government office and the manager of the development department of Chengmai County Development and Construction Corporation, the deputy director of the county government office, the director of the county committee office and the director of the county inspection room, the deputy director of the county people's congress standing committee, and the deputy secretary of the party group. He loves his job and is dedicated to it, actively striving for progress. During this period, he graduated from the Central Party School with a bachelor's degree through correspondence. He has participated in business training courses organized by the General Office of the State Council and the General Office of the National People's Congress, and is skilled in secretarial work. He has written more than ten work papers and signed articles for leaders, which have been published in various publications. He also led the compilation of the 10th Five Year Plan for Chengmai County. The performance was included in the "Huaxia Heroes" series and awarded a commemorative plaque. During his tenure, he was often invited to participate in calligraphy and painting exhibitions, which once again aroused his interest in calligraphy art. Especially the Zhongtang Ink Treasure inscribed by Professor Zhong Mingshan, former vice chairman of the China Calligraphy Association, with the words "Qixiang Ruyi", which further enhanced his confidence and motivation to learn calligraphy. After retirement, he regained his old love and actively participated in calligraphy training classes organized by online institutions such as Lanting Yaji Calligraphy and Painting Academy. Through systematic learning and perseverance, not only did his calligraphy skills improve day by day, but he also had a good foundation in various fonts such as seal script, clerical script, regular script, and cursive script. He was also enthusiastic about participating in celebration activities such as calligraphy pen clubs and sending Spring Festival couplets to rural areas during the Spring Festival, actively promoting traditional Chinese calligraphy culture. More than ten calligraphy works have been selected for publication in the county office's "Old City Spring and Autumn Annals" and the provincial office's "Hainan Elderly" publications. The "Shaolin Temple Wheel Tripitaka" copied by Xiao Kai has been honored and permanently preserved by the Chongshan Shaolin Temple in China. The works have been selected multiple times to participate in provincial and county calligraphy and painting exhibitions and have won awards. Among them, the works won the third prize in the county's "Yangqing Zhengqi · Huaqing Chengmai" calligraphy and painting exhibition, and the excellent award in the "Motherland in My Heart, Celebrating the 75th Anniversary of the Founding of the People's Republic of China" calligraphy and painting exhibition for young and old in Hainan Province. First time participating in the "Lanting Cup" National Calligraphy and Painting Competition organized by Lanting Yaji Calligraphy and Painting Academy, ranked first in online evaluation and won the Popularity Award. 　　Fu Qixiang has been awarded the 10th level certificate of soft pen calligraphy, the title of first level calligrapher, and the certificate of calligraphy and painting refinement evaluation.
