韩建飞，男，汉族，笔名凡一、一凡，号冰城飘雪，1974年3月出生于黑龙江省兰西县，祖籍山东省登州府，现居住于黑龙江省哈尔滨市。毕业于石家庄陆军指挥学院，大学学历，著名书法家，国家一级书法师，国礼书法师。黑龙江省书法家协会会员；哈尔滨市书法家协会会员。

1994年12月入伍，1996年3月入党。三次荣立个人三等功。多次被评为优秀共产党员，投笔从戎24载，长期在中国人民解放军和武警部队工作，培养了高尚的道德情操和坚韧不拔的意志品质。

书法作品多次参加地方和部队书展，代表作多次参加部队书法展并获一等奖。2018年，其作品被国家邮政总局“一带一路中国梦”纪念邮册限量版发行；荣获首届“人民艺术家”称号，并荣获三等奖；2019年1月，在全国”寻找金牌书画家"网络评选中获一等奖，授予"金牌书画家"称号，其作品被收入西泠印社出版社出版的《新中国美术图鉴》。
