陈德恩，号缙西山人，1955年4月生于重庆北碚，中共党员。曾当过知青，服过兵役，后从警至高级警官退休。业余爱好书画，闲暇之余，耕墨不辍。86年在原江苏无锡书法艺专函授学习书法两年，书法理论和创作能力有较大的提高。几十年来坚持以古为师，古今结合，其创作作品即有古典质扑之美，又有现代清新之感，翰墨中散发着浓厚的生活气息和特有的艺术气质。“观陈德恩的行草书可知其性情恬雅，俊逸洒脱，气度不凡。其书作讲求运笔 体势 呼应 气脉，将笔墨线条所蕴含的多种因素融入一张纸面，清劲爽逸。流丽生风，令观者体味到一种独有的飘逸气息”（《中国收藏》点评）。“陈德恩先生的作品在演绎传统技法的同时又不失洒脱流畅的現代之美，具有很强的艺术观赏性，可以说，这位拥有扎实书法功底和谦虚好学、沉稳低调等诸多优良品质的书法家的作品深得藏友们的喜爱。”（《鉴宝》点评）。”中国著名书画评论家史峰点评道：“实力派书法家陈德恩不但是一位书法的实践者。还是一位书法的思考者，在师古入碑帖的修炼过程中，不拘泥于法，又用笔法与墨韵的新奇表达书法创新的高度，在继承古典的同时，又给书法注入时代风貌，成为青出于蓝而异于蓝的艺术大手笔。”

   现为国家一级美术师，国礼艺术家，国务外交礼品师，国际注册艺术家(高级)，中国楹联学会书法艺术委员会委员， 全国名人书画艺术界联合会委员，中国书画家联谊会新文艺群体工委会委员，香港中国书法家协会会员理事，中国书画家协会会员，央视书画频道签约艺术家，山东曲阜鸿儒书画院书画家，北京艺海丹青书画院名誉院长。

Chen Deen, also known as Jinxi Mountain native, was born in April 1955 in Beibei, Chongqing and is a member of the Communist Party of China. I once served as a educated youth, served in the military, and later retired from police to senior police officer. My hobby is calligraphy and painting. In my spare time, I never stop cultivating ink. In 1986, I studied calligraphy by correspondence at the former Wuxi Calligraphy Art College in Jiangsu for two years, and my calligraphy theory and creative ability have greatly improved. For decades, he has persisted in learning from the past and combining it with the present. His creative works not only have the beauty of classical elegance, but also have a modern and fresh feeling. His calligraphy exudes a strong sense of life and unique artistic temperament. "Observing Chen De'en's cursive writings, it can be seen that he has a serene and elegant temperament, a handsome and free spirited demeanor, and an extraordinary demeanor. His works emphasize the use of brushstrokes and body movements to echo the pulse of energy, integrating various factors contained in the brushstrokes and lines into a single piece of paper, creating a clear and refreshing atmosphere. I am currently a national first-class artist, a national ritual artist, a national diplomatic gift artist, an internationally registered artist (senior), a member of the Calligraphy Art Committee of the Chinese Couplet Society, a member of the National Celebrity Calligraphy and Painting Art Federation, a member of the New Art Group Working Committee of the Chinese Calligraphers and Painters Association, a member of the Hong Kong Chinese Calligraphers Association, a member of the Chinese Calligraphers and Painters Association, a contracted artist of the CCTV Calligraphy and Painting Channel, a calligrapher and painter of the Hongru Calligraphy and Painting Academy in Qufu, Shandong, and an honorary director of the Beijing Yihai Danqing Calligraphy and Painting Academy.
