陈德恩 生于1955年4月，重庆北碚人。现为国家一级美术师，中国书画家协会会员，香港中国书法家协会会员理事，央视书画频道签约艺术家，央视品牌中国栏目客座教授，国礼艺术家，国务外交礼品师，中国楹联学会会员并书法艺术委员会委员， 全国名人书画艺术界联合会委员，中国书画家联谊会新文艺群体工委会委员，山东曲阜鸿儒书画院院聘书画家，北京艺海丹青书画院名誉院长

陈德恩自幼喜好书画，86年在江苏无锡书法艺专学习两年，受到诸多名师指点，其书法理论和创作能力明显提高，创作的作品即有古典质扑之美，又有现代清新之感，翰墨中散发着浓厚的生活气息和特有的艺术气质。中国著名书画评论家史峰说“实力派书法家陈德恩不但是一位书法的实践者。还是一位书法的思考者，在师古入碑帖的修炼过程中，不拘泥于法，用笔法与墨韵的新奇表达书法创新的高度，在继承古典的同时，又给书法注入时代风貌，成为青出于蓝而异于蓝的艺术大手笔。”“观陈德恩的行草书可知其性情恬雅，俊逸洒脱，气度不凡。其书作讲求运笔 体势 呼应 气脉，将笔墨线条所蕴含的多种因素融入一张纸面，清劲爽逸。流丽生风，令观者体味到一种独有的飘逸气息”(巜中国收藏》杂志点评)。“陈德恩先生的作品在演绎传统技法的同时又不失洒脱流畅的現代之美，具有很强的艺术观赏性，可以说，这位拥有扎实书法功底和谦虚好学、沉稳低调等诸多优良品质的书法家的作品深得藏友们的喜爱。”(《鉴宝》杂志点评)。”
